He’s in California and bags cost an extra 0.10 so the cashier is trying to get an extra dime from this sex starved guy. More of an economic joke which is why I understand you not getting it. The ugly part is in reference to he doesn’t want to spend the 10cents which he’ll need to impress his date. If she was ugly, he could waste the money on the bag instead of her.
