How much of control freaks were kings/lawgivers, how much gray zone in law did they tolerate (generally in the past)?

If you break law today police will find you everywhere and considerable amounts of resources are employed to fix “holes” or gray zones in law. Was that the case in the rest of history?  For an example: how much did rulers care that there is some small group of people who are evading taxes? Did they try to come up with cleverer law to catch those evaders? Did they care about regulating all areas of life or mostly those of interest to them? Were they interested if their law is effectively enforced?

Sorry for such a broad question, but I would like a birds eye view and examples from any epoch are fine. I’d love it if you can recommend any literature on that topic.Thank you for your help.
