1. Submission statement:
   The article goes into depth about how international institutions and the broader international community chose to ignore the genocide in Rwanda as it happened, then claimed retrospective ignorance.
   From a historical perspective, there are links and images of original documents from declassified comunications between people on the ground and institutional headquarters, as well as internal US memos to the president and then secretary of state Albright.

   While the horrific genocide is well known, especially because of the movie, there seems to be less knowledge of exactly how it was allowed to continue despite everyone knowing the scale of the killings as they were happening.
