When did controlling immigration start?

A little research has found that most countries currently try to manage the flow of immigration into their country. But I could not find out when and why it became a common practice. I understand why people immigrate and as much as possible would like to leave for another topic. I would like to know when controlling the flow of immigration became a normal practice across the world’s, and what was the motivating factor behind countries making that decision?
