When did controlling immigration start?

A little research has found that most countries currently try to manage the flow of immigration into their country. But I could not find out when and why it became a common practice. I understand why people immigrate and as much as possible would like to leave for another topic. I would like to know when controlling the flow of immigration became a normal practice across the world’s, and what was the motivating factor behind countries making that decision?

  1. In the US, the Constitution gives Congress the power to establish the process of naturalization, that is, granting citizenship to those not born to it.

    The first US immigration law was the Chinese Exclusion Act of 1882.
