I’d say cacti, maybe with a little flower. I’d say men aren’t used to getting flowers so taking care of them properly isn’t on the top of their minds. My mom got me flowers once and all I knew was to put water in a vase and leave them there, and she got sad when they died so soon. But cacti don’t die as easily. Get a cool looking cactus with a nice bow/vase and maybe a flower already blooming on it and we’d take care of it pretty well (assuming the guy you’re buying for likes plants/is willing to put minimal effort into a plant).

Get a pretty vase, with the biggest tackiest bow, put some of that green flower arrangement Styrofoam in the bottom and then make an arrangement of quality handtools. Don’t buy the cheap shit, good flowers and good tools are both expensive.
