Laziness
The most common answer is “that’s their job, they get paid to pick up the carts” or something similar, which I’d disagree with as someone who once did that job.

They are bored and lazy
They have more money than time. I never leave my coin in the shopping cart.
It’s amazing how lazy people are. They leave the cart and then the wind blows it into the side of somebody’s car. I’m sure their lives are messed up just like this.
