LOL. It’s down to cost. Well… there’s more to it than that, honestly, but cost is a large part of it.
The rougher paper is cheaper for companies to provide, so they just kinda default to that.
Because it saves your plumbing. If you sprung for charmin ultra for your guests, you’d spend thousands of dollars every year unfucking your pipes. Not to mention having a 20x TP cost.
I purchase it from a cleaning company on behalf of my boss and his company. The company in question doesn’t exactly have a wide range of toilet paper.
There are short rolls which are expensive that I get a bag or two for the staff and big bulky ones that last a good while that I get for everyone else.
It’s because it’s cheaper and more economical.
Want better then go home and get wet wipes and bidets.
If you buy the good stuff people steal it. If it was up to me I’d require it to still have wood chips in it.

I don’t buy it but I work in a store that has a public washroom. We have a store brand and that is the brand we have to grab when restocking toilet paper. Same goes for free water for employees, store brand cases of water in the break room. Store brand trash bags when we clean out the trash cans in the store. Store brand tissues in the washroom as well, same with the soup and hand sanitizer.
I don’t choose what to buy with company money I follow directions and order what I’m told.
It’s not about hating people’s buttholes, it’s about saving money. The cheap stuff gets the job done too.

I kinda like the TP at my job.
