  1. There is already a law in place that prevents employers from discriminating against homeless people. The Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, religion, sex, or national origin. This law applies to all employers with 15 or more employees.

  2. Depends from the job, for example if you want to be a waiter, you must actually look a certain way in order to don’t gross out the clients for example.

    So generally yes, but there may be exceptions.

    PS. To other people commenting here, the world isn’t made of just one country (USA), keep in mind this is not a country related question but a general one.
