It depends so much on where you are. Where I am in the US, this would be up there on the list as one of the worst things you could say.
If there is atmosphere and one retains the ability of speech, that’s all you need. Just remember that even if either of those things stop being true you will retain this ability if only in spirit.
Depends on where you live. Aussies say it like it’s nothing. You say that to the wrong person in the the US, and you might get attacked.
