NW Washington has a year-round pod, and is on a migration path.
Hawaii, because Hawaii. There is no place more beautiful. San Diego, keep it classy. Alaska in the summer time.
California coast. They r there all year around
The best place to observe them is in the ocean.
We would always go on tours when we went to cape cod, lots of humpbacks out that way

I went to high school in Santa Cruz county in the eighties. Every fall, I’d go to the bluff and look down into the water to watch the caravan of gray whales heading south with their entourage of dolphins.

If you’re gonna go whale watching on the east coast, you might wanna bring a magazine called “West Coast Whales.”
Went to Seattle a while back for a wedding and went Whale watching in the area near Vancouver. It was pretty neat.
Alabama
I once read Gloucester, MA was the best place in New England. We drove all the way there, sailed out to sea. There were like 5 boats all around one whale, boats from Bar Harbor, Boston, Salem, etc. We didn’t need to leave from Gloucester, we could have left from any one of those places and seen the same damned whale.
There’s a whale watching tour company out of Dana Point that regularly posts video of blues, fin whales, California grays, and the odd transient pod of orcas – plus dolphin stampedes.
Maui. Usually in the fall/ winter I think. They go there to have their babies
