Any villains from Batman, he doesn’t kill any of them and they just come back again and again to kill more people
I feel like the answer to this is basically 99% of all supervillains that were ever captured should have been killed, Loki and magneto being the main exceptions that come to mind.
Going over every single situation where this happened is just going to be a spoiler-hellscape, similar to asking which movie has the best ending. I’m happy to contribute but I’m not sticking around to read every spoiler.

Star Trek’s Khan. In the original series episode “Space Seed” Khan is introduced, takes over the Enterprise, and tries to kill Captain Kirk. Rather than kill him and his followers or let them be imprisoned/rehabilitated by the Federation, Kirk instead maroons Khan and his followers on an uninhabited planet, where, 15 years later in “The Wrath of Khan” he ends up getting free which results in much destruction and the deaths of Captain Terrell, Scotty’s nephew, and Mr. Spock.
Human beings. Not trying to sound like an edgy teenager, but I’m tired of movies with aliens letting humans win. I want to see them for once be successful and what they will make out of our world.
