Humans are not.
I’m not okay with being licked by a random animal, either. Yes I know your dog is just “saying hello,” please get it away from me, now.
Honestly, I don’t like animals licking me either. Even pets. People that french their dogs kind of weird me out, but live your best life I suppose.
People give leeway to animals cos they don’t know any better.

My Aunt Linda licks me all the time.
Especially on the tip.
Because animals communicate through nonverbal communication. Licking, pawing, head butting(gently), etc. Mean they are trying to convey affection and get your attention.
A random person doing any of this, is very strange. When a Hello, how you doing works. Or just saying what you need. And besides in this day and age of passing on germs and such, amongst each other. Be very insanity for a random human to just lick you.

It isn’t. Letting a dog lick you is gross, and people who don’t teach their dogs to greet people without licking are bad owners.
Human mouth is more dangerous. If someone spits on your face the mouth bacteria can permanently blind you, which is why it qualifies as assault & battery. Human bites typically get badly infected too. Mouths are for people you are somewhat intimate with, because of the trust needed to put your murder hole near someone’s body.
Intention
Because they don’t know any better. If a human baby were to lick me I would just laugh it off.
