TIL in 1990 the West German government received a message from the Soviet general Geli Batenin, offering to return Kaliningrad. The offer was never seriously considered by the Bonn government, who saw reunification with the East as its priority.

I feel like someone in the Soviet Union looked at East Prussia and said, “if any more military geniuses come out of that damned place, they’re gonna be *our* military geniuses.”
According to other – more senior – russian negotiators, the offer was never Batenin’s to make in the first place.
And also Germany has a constitutional block on any lands east of the River Oder from ever being made part of Germany.
