Can’t talk about Germany without talking about gas
Not just gas it is illegal to break down due to a known issue. So if you have an engine warning light, or high temp light or the like and it blows you get fined.
There is a similar law in New York making it an offense to break down or run out of fuel on expressways. However, I’ve never seen, or heard of anyone actually receiving a citation for it.
