Unfortunately only the DOJ can file suit against the other railroads for failing to follow the law and they have done so once. Amtrak has been trying to get the law changed to allow them to directly sue but so far no luck.
Legal action can be taken against the railroads for their nonsense, but only the Justice Department has the power to file suits over this. They have chosen not to do so, because lobbyists. Amtrak has been fighting for the ability to file suits [themselves](https://www.govtrack.us/congress/bills/117/hr2937), but lobbyists.
It’s ridiculous. And of course, many people then blame Amtrak for being late. 😒
